UPDATE: Saratoga Springs and Herriman City repurpose property through ACUB program

CAMP WILLIAMS, Utah –The Utah National Guard hosted a joint press conference with the cities of Saratoga Springs and Herriman on Wednesday, Oct. 4, 2023, at 1:00 pm at Camp Williams.

 

UPDATE: Brigadier General Jospeh Green, Assistant Adjutant General for the Utah Army National Guard, was joined by Mayor’s Jim Miller of Saratoga Springs and Lorin Palmer of Herriman City along with other city and Guard officials this afternoon to recognize the tremendous efforts of the Army Compatible Use Buffer partners which enabled the arrangement of the site for the future Saratoga Springs City cemetery. After a brief statement presented by Brig. Gen. Green, the group moved to the future site of the cemetery where additional questions were answered, and discussions were conducted about the timeline and process of completing the project.

“This transaction and event serve as a reminder of how good things will happen when all parties can work together for the greater good of the community,” said Green.

ORIGINAL INFORMATION: In cooperation with the cities of Saratoga Springs and Herriman, the Utah National Guard, through the Army Compatible Use Program (ACUB) assisted the cities to acquire 20 acres of property, originally part of the Wildflower Development, to be repurposed as a cemetery for the City of Saratoga Springs. This use greatly reduces the impact of military training on neighboring housing developments adjacent to Camp Williams.

The ACUB program is designed to ensure compatible use of the land surrounding military installations. The Utah National Guard has a long-standing relationship with the program and with the cities surrounding Camp Williams intended to reduce the impact of military training on the surrounding communities. A lot of hard work and effort was provided by the mayors, city councils, full-time staff from both cities, and the Utah National Guard to make this transaction take place. 

“This transaction serves as a reminder of how good things will happen when all parties can work together for the greater good of the community,” said Brig. Gen. Joseph Green, assistant adjutant general—Army, Utah Army National Guard.

The original plan for this property was to construct 57 residential units on this 20-acre parcel, that is located immediately adjacent to the 200 series Field Artillery firing points on Camp Williams. In cooperation with the City of Saratoga Springs, the Utah National Guard, and the developer (DAI), the Saratoga Springs City Council and Mayor allowed DAI to move the value of the density from this 20-acre parcel to other areas within the development to help preserve the training mission of Camp Williams and reduce impact to future residents.

“Saratoga Springs is grateful for the partnership of Camp Williams and Harriman City in utilizing the ACUB program to provide this buffer to Camp Williams while also providing a desired amenity to our residents,” Mayor Jim Miller from the City of Saratoga Springs.

As a Cooperative Agreement holder with the ACUB program, Herriman City was able to receive the federal funds and secure the parcel with the approval of the Herriman City Mayor and City Council. 

“We’re grateful to have strong working relationships with the Utah National Guard and the communities around us. We’re satisfied knowing that federal funding through the ACUB program will be used for such an important use,” said Mayor Lorin Palmer from Herriman City.

“In the end, the developer kept their development value, Saratoga Springs received land for their city cemetery, Camp Williams maintains training capability while reducing impact to our neighbors, and Herriman City, well, they can smile knowing they completed this transaction for the benefit of all communities around Camp Williams,” said Mr. Paul Reymond, ACUB program manager for the Utah National Guard.
