New State Schools Tuition and Fee Payment Program

-Applies to ALL Utah State public schools (visit https://ushe.edu for a list of all schools)

-available for use for associate, bachelor's, or doctorates degree, and professional certificates

-applicants must have a minimum grade of C or above for undergraduate and below programs, B or above for graduate/aviation courses 

-can be used for part-time and full-time

-must be a satisfactory participant as per AR 135-91, or ANGI 36-200, be actively drilling, not currently flagged, and your service -obligation to the Utah National Guard must be equal to or greater than two years past the course end date for undergraduate, graduate, doctoral, or aviation programs.

Legacy State Tuition Assistance (STA):

-Applies to all accredited schools NOT just schools located in Utah

- pays up to $250 per credit hour up to a total funding limit of $6000 toward tuition per fiscal year (or, with a STEM-Cyber degree program, $7000 toward tuition and fees). If you are using FTA also, the totals listed here include any funding from FTA. STA is subject to the availability of funds.

- available to Soldiers who have used all fiscal year FTA or those who are eligible for TA but cannot use FTA for some reason (for example, all BYU students have to use STA)

Federal Tuition Assistance (FTA):

FTA How to Apply

1.        Go to the ArmyIgnitED (AIED) 2.0 website at https://armyignited.army.mil. You will need to login using your Common Access Card (CaC).

2.        After creating/updating your account, complete the Virtual Training in AIED.

3.        Establish an Education Goal in AIED. (Follow attached Tutorial.)

4.        Contact your Academic Institution and request an Evaluated Degree Plan from your advisor. Minimum requirements will show the Schools name, soldiers name, degree pursuing, total number of Semester Hours (SHs) and/or courses required to complete degree, courses/credits already completed that were applied towards the degree program, and the total number of hours remaining. (An Evaluated Degree Plan is required upon completion of two classes funded through ArmyIgnitED). If you provide a manually created degree progress report/evaluated degree plan, it must be on school letterhead and be signed and dated by your advisor.

5.        After your Education Goal is approved, you can request Tuition Assistance for your upcoming courses. Follow attached tutorial. You must have your TA request submitted and approved No earlier than 60 days prior to course start but also No Later than 8 days prior to start.

6.        Once your TA is approved, print your TA authorization, and submit to your education institute.  Education institutions have varying requirements on submission. Make sure you are following your school’s latest guidance. If you are unsure where to submit, contact your school’s third-party billing official in the student finance office for additional guidance.

**IMPORTANT TA NOTES**:

1. Submitting a Tuition Assistance request does not enroll you in the course. You must register for the course at your Academic Institution.

2. With the new ArmyIgnitED 2.0, Soldiers must request tuition assistance (TA) in the system 60 to 8 days prior to the class start date. 

3. Submit requests for wait-listed classes. The Education Office can assist with removing requests if you do not get in.

4. All TA must be approved prior to the start date of the course; however, if a class is canceled at the last minute and you select a new course or if you drop a course, the Education Office can assist with adjusting your TA.

5. If an eligible Soldier decides to use TA, Academic Institutions (AIs) will enroll him/her as TA-funded only after the TA is approved by the Army.

6. Soldiers will be solely responsible for all tuition costs without this prior approval.

7. A Soldier may pre-register for a course to secure a slot.

8. TA is approved on a course-by-course basis and only for the specific course(s) and class dates that a Soldier requests.

9. IF YOU FIND AN ERROR ON YOUR TA REQUEST, START BY CONTACTING THE EDUCATION OFFICE. WE CAN OFTEN FIX THE PROBLEM - EVEN AFTER THE START DATE. CALL US BEFORE YOU DELETE OR REMOVE IT.

Credentialing Assistance (Credentials NOT degree seeking)

Can pay up to $4000 per fiscal year toward training costs, fees, books, supplies, exams, etc. for credentials listed on Army COOL, https://www.cool.osd.mil/army/index.htm.  If you are using FTA also, the $4000 is a maximum between both programs. May be used with any vendor that can help you get the credential you're looking for, however vendors must be vetted and approved by ACCES ArmyU. CA Requests must be submitted at least 45 business days before start date. Can be used regardless of your education level. Vendor must be contacted before requesting CA to provide a personalized quote/invoice. Must be actively drilling, cannot be flagged, and your end date must be before your ETS date. Applications for CA are processed entirely through the site https://www.armyignited.army.mil

All GI Bill® benefits administered by the Department of Veteran's Affairs (DVA) that provides basic educational assistance for traditional/M-day Soldiers actively serving in the Selected Reserve. 

To apply for all benefits you must submit online through: www.va.gov

Montgomery GI Bill® Chapter 1606 (MGIB-SR) -basic education benefit for traditional M-day Soldiers.

To qualify:

• Have a six-year enlistment contract, extension, or Officer Service Agreement. 
• Have a high school diploma or equivalent.
• Complete initial Active Duty for Training (IADT) or Basic Officer Leadership Course (BOLC). 

What do you receive?

• $466 per month for full-time enrolment (FY24)
• Payment is tax free and is made directly to the Soldier each month from the DVA
• CAN be combined with Federal Tuition Assistance and the new State Tuition Assistance for State schools. 

Montgomery GI Bill®​ Chapter 1606 (MGIB-SR) Kicker

• Depending on your category and date of contract, either $200 or $350 per month added to your basic GI Bill payment.

Post 9-11 GI Bill® Chapter 33

This is not an automatic benefit, Servicemembers must qualify. To qualify for this GI Bill® member must serve at least 90 days in a period of qualifying active duty on or after September 11, 2001: 

• Service in any active component 
• Title 10 USC Sections 688, 12301 (a), 12301(d), 12301 (g), 12301(h), 12302, 12304, 12304a, or 12304b
• Title 10 AGR or Title 32 AGR
• Title 32 USC, Section 502 (f) as follows:
  • Operation Noble Eagle: September 11, 2001 - May 31, 2002
  • Southwest Border (Operation Guardian Shield): February 15, 2019-January 20, 2021
  • COVID-19 Pandemic Response: March 22 2020 -July 1, 2022
  • Capitol Police (59th Inauguration): January 11, 2021 - May 23, 2021
• Serve for continuous days and separated due to a service-connected disability or injury

What do you receive?

• Tuition and Fees:
  • Up to 100% of in-state tuition at public schools
  • Effective 1 Aug 23, up to $27,120.05/year at private or foreign schools
  • Books and Supply Stipend:
    • Up to $1,000/academic year ($41.67/ credit hour)
  • Monthly Housing Allowance (MHA):
    • Equal to BAH rate—E5 with dependents•$1,054.50 if attending only online classes
    • Payments pro-rated based on your qualifying service:
      • 36 Months = 100% (Includes Purple Heart Recipients)
      • 30 Months = 90%
      • 24 Months = 80%
      • 18 Months = 70%
      • 6 Months = 60%
      • 90 Days = 50%

Transfer of Education Benefits- For those eligible for the Post 9-11 GI Bill® Chapter 33

To Qualify:

• Be currently serving in the Uniformed Services, with at least six years completed
• Qualify for the Post-9/11 GI Bill at any payment tier
• NOT be flagged for adverse action, ACFT/ABCP failure, or as an Unsatisfactory Participant
• Agree to a four-year service obligation from the date of your transfer request

NOTE: IF YOU VOLUNTARILY SEPARATE FROM THE ARNG PRIOR TO COMPLETING YOUR SERVICE OBLIGATION, YOUR TEB WILL BE TERMINATED AND ANY FUNDS PAID TO YOUR DEPENDENTS WILL BE RECOUPED!

What do your dependents receive?

• Dependents receive same payment tier as the Soldier
• Spouses may use transferred benefits immediately
• Child/Children:
  • Cannot use the benefit until transferring Soldier has completed10 years in the Armed Forces•Can begin using the benefit on their 18th birthday or upon high school graduation, whichever comes first
  • Eligibility ends on their 26th birthday or benefits are exhausted
  • Natural, step children, adopted children and wards and foster children who have lived with the SM for 12 months are eligible
  • You can modify and/or revoke months for any dependents you originally transferred month of benefits to – even after you separate from service
    • IMPORTANT! You must be currently serving to add a "new" dependent

Montgomery GI Bill® Chapter 30-Active Duty/AGR

To qualify:

• Have qualifying active duty service on or after July 1, 1985 or AGR service after Nov 29, 1989
  • Complete two years on Active Duty or AGR (Title 10/32) for 80% rate
  • Complete three years on Active Duty or AGR (Title 10/32) for 100% rate.
• Must Complete 24 months before use
• Complete a mobilization of at least two continuous years (730 days), or complete 20 months of a 730 day mobilization and be discharged at the convenience of the government
• Complete a DD Form 2366 and have pay reduced by $1,200

What do you receive?

• A monthly payment paid directly to the Soldier based on amount of active duty served.
• 3+ yrs of service = $2,358 per month (Full-time enrollment)
• 2-3 yrs of service = $1,913 per month (Full-time enrollment)
• Top Up Program: If on active duty, you can use the MGIB-AD to pay tuition expenses not paid by Federal Tuition Assistance
• Optional Plus-Up Program: Allows Soldiers to contribute up to an additional $600 which will add up to $150 per month to your payment

 State Tuition Waiver (STW):    

The STW is the only program that requires full-time enrollment in a Utah public school. 

• available to Soldiers attending a Utah public college/university    
• must be working on first associate or bachelor's degree and attend full-time    
• applicants must have a minimum GPA 2.0   (2.75 for USU) 
• must apply between 01 JAN to 30 APR for the following school year    

If awarded, the STW waives base tuition for those two semesters. STW does not cover fees, but recipients may apply for STA for fees prior to the start of each semester.

STW Packet requirements

• completed application form
• prior unofficial transcripts (high school if this is your first semester of college),
• short essay (1-2 pages, typed, double-spaced) that outlines your academic and career plans
• If you are a Cadet you must must include a memorandum from your Professor Military Science verifying you are not receiving a tuition scholarship.

All of these benefits can also be used in conjunction with funding available through the Department of Education which you would apply for by submitting the Free Application for Federal Student Aid (FAFSA).
